We are a fence company in Greer, SC, working both the Greenville County and the Spartanburg County sides of the city. Greer counted 35,308 people at the 2020 census, which makes it the 14th most populous city in South Carolina, and it has grown 148 percent since 2000. Very little of that growth looks like the town it used to be, and the fence market here reflects both the old Greer and the new one.

The city sits midway between Greenville and Spartanburg, with BMW Manufacturing here since 1994, Inland Port Greer moving freight and Greenville-Spartanburg International Airport next door. One city, two counties, four kinds of lot

Greer's oldest housing is mill village housing. Victor, Apalache, Franklin and Greer Mill anchored the local economy, and the worker cottages around them still stand on small, tight frontages. Victor Mill itself closed in 2001 and was razed after a fire in 2006, leaving roughly 24 acres near downtown, but the village street pattern around it did not change. Thornblade, established in 1988 around a Tom Fazio course, holds close to 400 lots ranging from a quarter acre to more than half an acre, with roughly a quarter of them bordering the golf course. Golf frontage changes the answer, because a solid privacy panel on a fairway lot is usually not allowed and usually not wanted. Powder coated aluminum in black or bronze does that work instead. Further out toward the county lines the parcels run to several acres, and that is field fence, split rail and horse fence country.

Which rulebook applies at your address

Greer straddles the Greenville County and Spartanburg County line, and plenty of what people call Greer sits outside the city limits in one county or the other. Three different jurisdictions can apply within a few miles. Inside the city, Greer sets its own fence heights and placement rules. In unincorporated Greenville County no fence permit is pulled at all, though height, placement and easements still govern. I live in Greer but not in the city limits. Whose fence rules apply?

The county's. Greer sits in both Greenville and Spartanburg counties, and a Greer mailing address covers a good deal of unincorporated ground in both. Inside the city limits, the City of Greer's own ordinance sets height and placement. Outside them, county rules apply, and in unincorporated Greenville County a residential fence does not require a permit at all, though height, location and easements still govern.
